In a big pan add sugar and add water. Bring it to boil on a medium flame. Boil it till it reaches one string consistency. Keep the syrup aside.
In a bowl add khoya, all-purpose flour, baking soda, baking powder. Mix well.
Slowly add milk, do not add all at once.
Start kneading the mix till it comes together like a dough.
Take a small amount of dough to make cylindrical shaped jamuns.
Repeat the process with rest of the dough and shape jamuns.
Heat oil in a pan and fry the jamuns in batches under low flame till they turn dark in color.
Put them in sugar syrup immediately after they are fried.
Let them soak for 5-6 hours in the syrup.
Refrigerate the jamuns and serve.
