Soak rice in water for 6 hours. Drain the water and lay it on a clean cloth to remove the remaining water.
Grind the rice into soft powder and keep it aside.
Take heavy bottomed vessel, add ¼ cup of water and the grated jaggery. Let it melt on a low flame and keep stirring continuously till thick consistency.
Add grated coconut and cardamom powder. Cook for 5 minutes.
Remove from the flame and add rice flour little by little to make soft dough.
Heat oil in a deep bottomed pan.
Take lemon sized dough, press gently on a greesed plastic sheet to make circular shape.
Drop gently in the oil and fry on a medium flame on both sides till turns brown.
Repeat the process till the dough is done. You can fry 5-6 at a time in batches.
Let them cool and store them in air tight container.
