Preheat the oven to 180°C.
In a large bowl, rub the margarine with the flour, using your finger tips.
Add the orange zest and juice. Using a spatula, combine until you get a dough.
Make a ball and rest in the fridge for minimum 30 minutes, up to 3 days (or freeze it).
On a floured surface roll out the pastry to a thin, about 2 mm thick, pastry.
Using Xmas cookie cutters, cut out pairs of different shapes - stars, bells, trees, moons, ginger men etc
Put half of the pairs on a baking tray, lined with parchment paper.
Spoon some mincemeat on top of each base, then press the other pair on top, sealing the sides (first dampen the edges with water or egg yolk)
Bake in the oven for about 12 minutes, until light brown.
Let them cool, then dust with icing sugar and serve.
